Education Minister Calls for Timely Disbursement of Examination Funds

The Minister of General Education and Instruction, Kuyok Abol Kuyok, has urged the Ministry of Finance to expedite the disbursement of examination funds. This call comes after the marking of primary eight and senior four exams was delayed for several months due to a lack of budget. The Minister made this statement during the release of the 2024 Certificate of Primary Education (CPE) results.

Challenges in Processing Examinations

The Minister revealed that the country is facing challenges in processing examinations due to a lack of funds. Despite these challenges, the team at the Secretariat of the National Examinations worked diligently to ensure that the examinations were processed and results were made available to the Council. The Minister emphasized the need for timely disbursement of examination funds to address delays in processing exam results.

Examination Statistics

A total of 79,010 candidates were registered for the examinations nationwide, comprising 43,266 males and 35,744 females. However, only 77,264 candidates attempted the examinations, while the rest were reported absent. The examinations were administered across 1,814 schools, clustered into 522 examination centers.

Performance Analysis

In terms of performance, among the 77,264 candidates who attempted the exams, 73,326 candidates passed, resulting in an overall pass rate of 94.9 percent. The average performance index had a weighted score of 73.1 percent, with 13 candidates scoring between 450 and 500 marks. The highest score was 453 marks, with 24,319 candidates scoring 449 marks.

Top-Performing Students

The best student is Felix Luwala Wani Yube from JCC Hai Negil Primary School, who obtained 453 marks. The second-best is Moses Jerry Acire Ocaya from JCC Model Primary School, also with 453 marks, and the third is Ador Moses Akoch Mayuat from River Baptist Nursery and Primary School in Central Equatoria State, who scored 452 marks.

Subject Performance Analysis

Subject performance analysis indicates that mathematics and Islamic Religious Education (IRE) were relatively underperforming subjects in the 2024 CPE exam, while science and Christian Religious Education (CRE) showed the most improvement. The top school is JCC Model Primary School in Central Equatoria State, with an average score of 89.1%, followed by Venus Star Academy, Goroyo Campus, Central Equatoria State, with 87.8%, and JCC Hai Negil Primary School, Central Equatoria State, in third place with 87.6%.

Education System in Emergency Situation

The education advisor for the Ministry of General Education and Instruction, William Ater Machiek, remarked that the education system in the country is in an emergency situation, emphasizing the need for improvements to better serve the children. He stated that the education system needs to be improved to deliver better education and ensure that the majority of children have access to it.

The strike began on October 14, when staff members expressed frustration over the delay in payment of their salary, which they said had accumulated to eleven months. The grievances included salaries, ticket allowances, and medical arrears. The one-month pay will not do much for us as we have many debts and bills to pay,” he stated.

The economic challenges facing South Sudan are partly responsible for the delayed payments. Since the conflict from 2013 to 2018, the country has struggled economically, with dwindling revenues from crude oil exports. More recently, disruptions due to the war in neighboring Sudan have worsened the economy. President Salva Kiir acknowledged the issues earlier this year, admitting that civil servants and soldiers had gone unpaid for months. He pointed to the mismanagement of funds collected from non-oil revenues.

The university staff have appealed to the National Government for immediate action to release the remaining funds. Dario urged, “We want the government to understand our situation and release the remaining 10 months’ pay so that all the staff can resume their duties.” The staff remains resolute in their demands, and the strike continues.

On October 14, the non-academic Staff Association of Rumbek University of Science and Technology threatened to strike over the lack of payment of their ten months’ salary from January to September 2024, and arrears of December 2023. Dut Majok Kurauai, the chairperson of the Association, said they had a meeting and came up with a resolution that their delayed salaries, which have accumulated for ten months, be paid.

The strike has left students uncertain about their education. Sebit Jok Reech, the University’s Guild President, called on the government to find an urgent solution and address the suffering experienced by the students, who now go without lectures and food.
